Offers a critical understanding of the dynamic between political power and information and communication technologies (ICTs). It discusses the role of information technologies in the formation and development of state power and in the development of civil society and its various communities and institutions. Of special concern is the tension between states and societies and the role of ICTs in that tension.

No examinations or tests collectively worth more than 20% of the final grade in a course will be given during the final 14 calendar days of classes in a term.
